A great deal of ground at Granger that looks like ordinary dry pasture is federal flood-control land. Knowing where county jurisdiction actually begins is the difference between a permitted project and a stopped one.

Granger Lake was built and is owned by the United States and operated by the U.S. Army Corps of Engineers, Fort Worth District, out of the Granger Lake Project Office at 3100 Granger Dam Road (512-859-2668). The Corps office controls the shoreline, full stop.
Because the 504-foot conservation pool sits so far below the 528-foot flood-control pool, a wide belt of ground that reads as ordinary dry bank in a normal year is federal land. Williamson County's jurisdiction only starts on genuine upland. That single fact governs where anything at Granger can be built, and it is the first thing Shoretech establishes on a site visit.
The lake sits in farm country roughly ten miles northeast of Taylor and seven miles east of Granger, and there is essentially no residential lakefront on it — the shoreline is Corps land and the built facilities are the four Corps parks: Wilson H. Fox, Taylor, Willis Creek and Friendship. So the realistic demand here is erosion control, ramp and public-facility work, and dredging rather than private boathouses.

Granger runs somewhere between 4,000 and 4,400 surface acres depending on whose figure you use, and it is nothing like the clear limestone lakes to the west. It is turbid to moderately turbid year-round, 50 feet at its deepest, and its structure is flooded willows, stumps and laydowns lying over old blackland-prairie creek channels rather than rock. There is no aquatic vegetation.
What that blackland setting means for construction is soil behavior: fine-grained, water-loving ground that swells, shrinks and slumps, with submerged timber that complicates any work below the surface. And in a flood the Corps can hold to 528 feet, which more than doubles the lake's footprint to roughly 11,000 acres. TPWD rates day-to-day fluctuation only moderate, but the flood range is what actually decides what can be built and where.
Granger has essentially no residential lakefront — the shoreline is Corps land and the built development is the four Corps parks. A great deal. Fine blackland-prairie soils hold water, swell and shrink through the season, and load a wall very differently than the limestone and gravel banks west of here. Embedment depth, drainage behind the wall and tieback design all follow from that, not from a catalog detail.
