Elevation ninety-four is the line, and the city that draws it is not the city you are standing in. This is also the most volatile water in South Texas — a tenth full in the spring, most of the way back by late summer.
Lake Corpus Christi and Wesley E. Seale Dam are owned and operated by the City of Corpus Christi for municipal water supply. The lake itself lies in Live Oak, San Patricio and Jim Wells Counties.
That mismatch is the thing that catches owners out. There is no river authority here and no Corps lake office running a shoreline program — the controlling rule sits in the Corpus Christi Code's building-code chapter, Chapter 14, in a Boat Docks and Moorings section. And on its face it is a prohibition rather than a permit scheme: it is unlawful for any person, firm or corporation to place, build, construct or maintain any dock, pier, mooring, piling, post, pipe or pole in waters within the city limits or in Lake Corpus Christi Reservoir below elevation ninety-four (94) feet above the reference level specified in the ordinance.
Ninety-four feet is the conservation pool, so everything a marine contractor builds on this lake sits under that prohibition — and the net is wider than most owners expect. A single post, a pipe run, a mooring: the language covers them.
What could not be confirmed from a readable authoritative source is the part everyone actually needs — which City of Corpus Christi department accepts and grants the permission, the application form and fee, the review timeline, whether pre-existing docks are grandfathered, and what standards apply to bulkheads and retaining walls as distinct from docks. Two more layers to plan for. On the land side, expect the county to administer a floodplain development permit — which county depends on the tract, since three of them meet at this lake. TPWD rates fluctuation here as high and frequent, 5 to 10 feet — and the recent record makes the point better than the rating does. Water Data for Texas recorded the lake at 19.4 percent full and 79.37 feet in August 2025, then near a record low the following May, then 86.6 percent full by August 2026.
A roughly seventeen-foot rise in three months on a lake whose maximum depth is only sixty feet is not a seasonal wobble. Dock decks, walkway slopes, bulkhead caps and lift heights are dimensioned against the whole travel this water does, because a structure built to one water line spends much of its life either stranded or swamped.
TPWD describes steep rocky banks with flooded timber, shallow brushy flats and creek channels, but publishes no explicit bottom-composition figure for this reservoir. Pile conditions get established at the property rather than assumed from a table — and a steep bank pushes the access question to the front of the job.
Submerged trees, humps and old road beds run through the lower reservoir. Vegetation is isolated cattail and rush beds with dense water hyacinth in the upper areas, and clarity runs stained to partly clear. None of that is visible from the bank at full pool.
On a lake that has recently sat roughly eighteen feet below its pool, much of what is normally underwater is periodically dry ground — which changes access, changes the elevation a structure has to reach, and exposes exactly what condition existing pilings and footings are in. That assessment happens while it is visible, not after the water returns.

Two earlier dams stood on this site before the present one. The La Fruta Dam of 1929 breached ten months after it was completed; the Mathis Dam followed in 1935. Wesley E. Seale Dam was completed on April 26, 1958 according to TWDB, and TPWD lists the lake as impounded that year, though some published sources date the lake's creation to 1959. It anchors the southeast end of a long, branching reservoir, with Mathis about four miles to the northeast.
Published surface-area figures do not agree and are worth stating as a range rather than a fact: TWDB gives 18,700 acres at the 94-foot conservation pool, TPWD publishes 18,256, and other sources go higher. No authoritative shoreline-mile figure was found for this lake at all, and maximum depth is about 60 feet. What the numbers do not capture is the character of the place — a genuinely residential shoreline in a hard operating environment, where the drought cycle drives the business more than the buyer pool does.
Lakefront homes and lots run right around the reservoir, many with private piers and extended docks, with a state park and several RV-and-marina operations serving the recreation side.
