The water came back in 2026 after more than four years gone. Every structure on this shoreline has a decision waiting on it — and a GBRA permit standing between that decision and the first day of work.

The Permit, and the Timeline

GBRA approves the site before anything gets built.

Shoreline structures on Lake Placid are permitted by the Guadalupe-Blanco River Authority on a Dock Construction Permit.

GBRA owns and operates the Lake Placid dam and issues the Dock Construction Permit for shoreline structures; applications go to permits@gbra.org and are approved or denied before construction starts. The owner carries responsibility for any other agency approvals that apply to the property. Alongside GBRA sits Lake Placid Water Control and Improvement District No. 1 — a conservation and reclamation district organized under Chapters 49 and 51 of the Texas Water Code, which holds the financing and operation contract for the dam and hydroelectric facilities with GBRA and publishes its contracts and board notices.

The timeline matters as much as the paperwork here. A spill gate failed in October 2021, GBRA judged the dam unsafe to repair and left the gates lowered, and the lake sat empty from then until 2026. Replacement hydraulically actuated steel crest gates reached substantial completion in February 2026, the lake was back at full pool by around April 20, 2026, and gate testing followed on April 23. Normal operation is a constant level year-round for hydroelectric generation — no seasonal drawdown.

What that means practically: rebuild demand on Lake Placid is recent, concentrated, and all arriving at once. The permit queue and the construction calendar are both worth getting into early.

Know the Water

The smallest lake in the Guadalupe Valley chain.

Roughly 248 acres and about 2,624 acre-feet, sitting immediately downstream of Lake McQueeney on the western edge of Seguin.

Placid is quiet and comparatively lightly trafficked next to the bigger Central Texas lakes, and the waterfront inventory is tight — a mix of established lake homes and newer large-lot development on a small amount of frontage. That scarcity cuts both ways for an owner: what you build is a larger share of the property's value here than it would be on a 20,000-acre reservoir, and the neighbors will see it.

Because the lake is normally held at a constant level for hydroelectric generation, a fixed structure can be designed to sit close to the water and stay usable. The design conversation on Placid is less about surviving a swing and more about proportion, sightlines and getting the details right on a small, closely watched lake.

Before You Rebuild

What four and a half dry years do to a structure.

Essentially every dock, boathouse and bulkhead on Lake Placid spent more than four years out of the water. Some of it can be saved. Some of it should not be. Telling those apart is the first job.

Piles are the honest test

Timber that sat exposed through four Texas summers and then went back underwater does not decline uniformly. Bearing at the mud line, section loss at the old waterline and connection integrity decide whether new work above is an investment or a write-off.

Bulkheads that lost their counterweight

A wall built with water in front of it spent four years without that support. Settled backfill, stressed tiebacks and blocked drainage are common, and none of them are visible from the deck.

Who permits a dock or boathouse on Lake Placid?

The Guadalupe-Blanco River Authority, on a Dock Construction Permit submitted to permits@gbra.org and approved before construction begins. Any other agency approvals that apply to your property remain the owner's responsibility, and Shoretech works that list as part of the project.

Is the lake going to be drawn down again?

Lake Placid is normally held at a constant level year-round for hydroelectric generation rather than drawn down seasonally. The multi-year emptiness that ended in 2026 was the result of a spill gate failure and the dam replacement that followed, not a routine operation.

My dock has been sitting dry since 2021. Where do I start?

With an inspection of what is under the deck, not with a design. Once the piles and the bulkhead have been evaluated, the choice between repair, partial rebuild and full replacement makes itself — and the permit application can describe what is actually going to be built.
