Martin Creek is a power-plant cooling reservoir in private hands. There is no river authority here and no Corps district — the landowner controls the bank, and that is where any project has to start.

Martin Creek Lake was built by the power company that runs the Martin Lake generating station — Texas Power and Light, later TXU, now Luminant/Vistra — under Texas water right Permit No. 2693, and the company still owns and operates it. In 1976 the utility deeded 287 acres to Texas Parks and Wildlife, which became Martin Creek Lake State Park.
That ownership pattern is the whole story. Unlike neighbouring Lake Cherokee, Martin Creek has almost no private residential frontage: the bank is utility land plus the state park. The park's four-lane ramp is the only public boat ramp on the lake, and there are no marinas and no subdivision ramps.
We could not find a published shoreline-construction permit process for this lake, and we will not invent one. Because the utility owns the water and its banks and TPWD controls the park frontage, bank work or an over-water structure has to be cleared with the landowner directly — in writing, before anyone spends money on drawings. If someone tells you there is a permit desk for Martin Creek, ask them to show you where.
With the frontage in utility and state hands, the realistic scope here is work for the landowner: bank protection, sediment removal, public access structures and commercial facilities.

On a lake with a single owner, a proposal is worth nothing until the ownership and the approval path are settled. These are the first questions on the call.

What the structure has to survive. The lake is moderately clear, about 35 feet at its deepest, with standing timber and creek channels; the warm discharge keeps it running ahead of neighbouring lakes all year. That means marine growth, thermal cycling and a working plant nearby, not a quiet residential cove.
How access works. With one public ramp and no marinas, barge launching, material staging and crew access have to be planned with the landowner rather than assumed. Public piers and access structures here get their timeline from that conversation.

Not much. Conservation pool is 306 feet above mean sea level and Texas Parks and Wildlife rates the annual swing as moderate — 1 to 4 feet. A steady pool is friendly to fixed structures and full-height walls.
