Fort Worth's close-in lake has been developed since 1932, which means most projects here start with something old still standing. The Tarrant Regional Water District permits the work — and on this lake, uniquely, a master electrician has to sign too.
Eagle Mountain is owned and operated by the Tarrant Regional Water District, (817) 237-8585, and TRWD issues the improvement permits directly. A permit is required for all construction, placement or operation of any structure or facility of any type, and for excavating or placing fill, at or below elevation 649.00 feet msl — including additions or modifications to existing structures. Applications go through TRWD's online portal, and construction may not begin until the application is approved.
Here is where Eagle Mountain diverges from the District's other big lake. The application must be signed by the owner, the contractor and a master electrician where applicable, and the electrical service must actually be installed by a master electrician to the National Electric Code, with a complete electrical plan submitted alongside the application. TRWD performs only a cursory electrical inspection for general compliance; responsibility rests with the master electrician. On a lake full of lifts, lighting and boathouse power, that is not a formality — it is a trade that has to be on the project team from the design stage.
The rest of the submittal mirrors the District's standard: a recorded plat showing shore front dimensions, proof of ownership, scaled plans at one inch to thirty feet or larger with views from all five sides, a $100.00 non-refundable fee (no cash), lot corners marked at roadside and at elevation 649.00 before the pre-permit inspection, and a contractor's general liability certificate of no less than $500,000 per occurrence naming TRWD as additional insured with a waiver of subrogation. Allow ten working days. Permits run 30 to 90 days with one possible $50.00 extension. Unpermitted construction is a Class C misdemeanor at $10 to $1,000 per violation, per day.
Fee figures come from the District's published guidelines; TRWD maintains its fee schedule separately, so confirm the live numbers before you budget. Everything else above we plan to as written.
Eagle Mountain Lake sits on the West Fork of the Trinity River about five miles northwest of Fort Worth, with the dam completed 24 October 1932. TPWD and the Texas Water Development Board list the lake in Tarrant County, though the upper end is often described as reaching into Wise County. Harbor One, Lakeview and Lake Country marinas are on the east side, West Bay Marina on the west, and Eagle Mountain Marina near the dam off Wells Burnett Road; Twin Points Park on Ten Mile Bridge Road at the south end has a swim beach and a public boat ramp open year round.
Eagle Mountain is not a uniform lake. The dam end and the upper end behave differently, the water level travels further than most owners expect, and there is a biological factor to plan around.
TPWD reports water level fluctuation of 2 to 9 feet. Conservation or spillway elevation is 649.00 feet msl, the current 100-year flood level is 657.35, and TRWD purchased a flood easement covering property between 649.00 and elevation 668.00 — though the permit threshold stays at 649.00. A structure designed to one water line spends part of its life stranded and part of it swamped.
The lower end near the dam is the hard part of the lake — rocky points and bluffs with clear water. The upper end is stained and softer, with reed beds. That difference decides whether a retaining wall is an anchoring problem or a tie-back problem, and it decides how a pile gets driven.
Eagle Mountain has an active zebra mussel infestation. It matters for anything left in the water — floats, lift hardware, submerged steel — and it matters for equipment moving between lakes. Decontamination discipline is part of working this water responsibly, not an optional courtesy.
TPWD notes the numerous fishing piers and boathouses along this shoreline as a defining feature of the habitat. Ninety-plus years of development means most jobs here begin with an honest assessment of pilings, connections and decking that have already outlived one or two owners. TRWD's own permit packet circulates a list of dock builders and erosion control contractors in the Eagle Mountain area — which tells you how routine permitted marine work is on this lake.
TRWD sizes a structure by how much shoreline you own, then constrains what can sit on it.
The formula is 8 square feet of structure per linear foot of shoreline up to 150 feet — a hard 1,200 square feet — then 4 square feet per foot to 250 feet, 2 square feet per foot to 450, and 1 square foot per foot beyond that. An Eagle Mountain-specific wrinkle worth knowing before you plan a second structure: the walkway exclusion applies to one structure only, and any second structure counts fully against the allowance. Five-foot property line clearance, or 20 feet for anything over 1,200 square feet. Never more than a third of a channel width, and never within 10 feet of the centerline.
On the structure itself: no living quarters below spillway elevation, no enclosed structures — solid sides only two feet down to the ceiling joist — no toilets, no three-story sun decks. The first floor must be at least 18 inches above elevation 649.00. Steel pilings minimum 2-7/8 inches; wood pilings pressure treated and at least 6 inches; no creosote anywhere. Roof pitch maximum 6 in 12, and the attic space that creates may be used for storage or day shelter but never as living quarters and never with plumbing. Anything extending more than 50 feet from shore needs a photocell light operating dusk to dawn.
For seawalls and retaining walls, approved materials are concrete, soil cement, minimum 8-gauge steel sheet piling, PVC sheet piling, pressure treated lumber and rip rap — no creosote — and walls must be built so as to improve the shoreline alignment. Dredging must leave a gently sloping bottom without holes or drop-offs, with containment or silt screens as required.
One number we will not publish as settled: surface acreage. TPWD gives 8,738 acres, the Texas Water Development Board's 2018 volumetric survey gives 9,246, and 8,694 also circulates widely. They disagree, and no single figure should be treated as authoritative. Shoreline mileage could not be confirmed against a reliable source either, so we leave it out rather than repeat a number we cannot stand behind.
