One Date Decides It

There is effectively no private dock market at Aquilla, and it is not a local preference — it is a federal cutoff.

The Corps of Engineers' shoreline regulations bar private shoreline uses at projects begun after December 13, 1974. Work on Aquilla began in 1978, on the wrong side of that line, and the Corps holds the land around the lake. So a waterfront owner here is not going to get a boathouse permitted no matter how the request is worded.

Work in or along the lake goes through the Corps at the Whitney Lake Project Office, 285 CR 3602 in Clifton (254-622-3332) — Aquilla is administered from there rather than from an office of its own, which surprises people. The Brazos River Authority holds the water-supply contract, but the Corps controls the land and the shoreline.

Which leaves a realistic and genuinely useful scope: erosion control and structures on private land behind the government line, plus public and commercial facilities. Shoretech would rather say that in the first paragraph than sell a Hill County owner a design that will never be stamped.

Know the Water

Quiet, stained, and full of standing timber.

Roughly 3,000 acres on Aquilla and Hackberry creeks, west of I-35 between Hillsboro and Whitney.

Aquilla is a flood-control lake in the Brazos basin — nearly 60 feet deep at the dam, but shallow through the Aquilla and Hackberry arms, which are full of standing timber and brush. There is limited pondweed and water willow, only two boat ramps, and no marina. It is a quiet lake, and it stays that way.

Normal fluctuation is only about three to four feet, which sounds forgiving until you remember what kind of lake this is. Aquilla is one of the Brazos River Authority's reservoirs put under drought watch in dry stretches, so the working shoreline in a dry year and a wet one are not the same shoreline. Anything built near the water gets designed for both.
