Boat docks, boathouses and seawalls on Richland-Chambers.

One landlord, one rulebook, and an unusually detailed one. Tarrant Regional Water District permits every structure at or below 320.00 feet — and it specifies the materials, the sizes and the insurance.

The Permitting Reality

Everything runs through Tarrant Regional Water District.

No Corps of Engineers shoreline permit is involved on this lake. TRWD owns the reservoir and issues every improvement permit itself.

A TRWD improvement permit is required for any construction, placement or modification of a structure, and for any excavation or fill, at or below elevation 320.00 ft msl. That line sits noticeably above the water, and there is a reason for it. TRWD's own guidelines set conservation and spillway elevation at 315.00 ft msl, with the 100-year flood level at 318.00 — you will see 314 ft quoted for the conservation pool in other sources, but 315.00 is the district's own figure and the one the permit structure is measured from. TRWD then purchased a flood easement covering everything between 315.00 and 320.00. The result is that ground which looks like ordinary dry back yard can still fall inside the district's jurisdiction.

Applications go through TRWD's permit application portal, MGO Connect; the local non-emergency number is (903) 389-3928. Allow 10 working days for review. Permits themselves run 30 to 90 days, with one possible extension for a further fee — so the window to actually build is finite, and sequencing matters.

One caveat worth stating: TRWD's published improvement permit guidelines carry a revision date of 13 March 2001. The substance below is drawn from that document and is almost certainly still substantially in force, but the fees and the insurance limit — and whether the current MGO Connect portal has changed any submittal requirement — should be confirmed with the district before anyone relies on them as current.

The Submittal

What TRWD actually asks for.

This is a more demanding application than most Texas lakes require, and one item in it is a genuine gate on who can bid the job at all.

Signed by owner and contractor both

The application carries both signatures. It goes in with a recorded plat showing the shore frontage, proof of ownership, and scaled drawings at 1 inch = 30 feet or larger showing the structure from all five sides.

Contractor insurance — the real screen

A certificate of general liability insurance of no less than $500,000 per occurrence, naming TRWD as additional insured, with a waiver of subrogation. It is the requirement that quietly separates established marine contractors from casual ones, and it is not negotiable at the counter.

Corners staked, and kept staked

Lot corners must be staked at the roadside and at the 315.00 contour, and they have to stay staked throughout construction — not marked for the inspection and pulled afterwards. A $100 non-refundable fee accompanies the application.

A permit with an expiry date

Ten working days to review. Permits then run 30 to 90 days with one possible $50 extension. That is a real constraint on scheduling barge time, materials and crew, and it is the reason the paperwork goes in before the calendar fills up rather than after.

How big a dock your frontage allows.

TRWD sets dock size by formula against owned shoreline frontage, and then constrains where the structure can sit and what it can look like.

What the structure may not be

  • No enclosed structures
  • Solid sides only 2 ft down from the roofline
  • No lattice, screen, doors or glass below that
  • No living quarters below spillway elevation
  • No toilets
  • No three-story sun decks
  • Roof pitch capped at 4 in 12

Those enclosure rules shape what a "boathouse" means on this lake. A covered slip is entirely normal here; a closed-in room over the water is not. Knowing that before the design conversation saves an expensive round of revisions.

Materials & Scope

The district specifies what you build with.

Approved materials for seawalls and retaining walls are concrete, soil cement, steel sheet pile of minimum 8 gauge, PVC sheet pile, pressure treated lumber and riprap. Creosote is prohibited.

Pile is specified too: steel pile at least 2-7/8 inches in diameter, wood pile pressure treated and at least 6 inches. Flotation must be closed-cell extruded or encapsulated expanded polystyrene — metal barrels are banned outright, and any replacement flotation on an existing dock must be encapsulated, which catches a lot of older docks at repair time. Retaining walls must improve the shoreline alignment rather than push it out, and where an eroded area is reclaimed the backfill has to come from the reservoir. Dredging must leave a gently sloping bottom with no holes or sudden drop-offs, and spoil has to be contained against runoff.

Docks sized to your shore frontage, set off property lines and channel centerline, with compliant flotation and dusk-to-dawn lighting where required.

Steel or PVC sheet pile, concrete, soil cement or riprap — built to improve the shoreline alignment, backfilled from the reservoir as the district requires.

Precision Dredging

Slip and access dredging finished to a gently sloping bottom with contained spoil, which matters on a lake of long, flat coves.

TPWD reports normal annual fluctuation of only about three feet — remarkably stable for a Texas lake, and the reason fixed-pile docks and permanent bulkheads are standard here rather than the floating systems a Hill Country lake demands.

Richland-Chambers spans Navarro and Freestone counties on Richland Creek and Chambers Creek, tributaries of the Trinity River. Construction began in October 1982, the dam closed in July 1987, and the conservation pool was first reached in May 1989. It runs about 330 miles of shoreline and roughly 75 feet at its deepest. Published acreage disagrees and we would rather say so: TPWD gives 41,356 acres, TRWD's own site describes a 45,000-acre lake, and 44,752 appears elsewhere. The bottom is clay and silt with long, shallow-sloping coves, submerged timber in the creek arms, and light to moderate vegetation — beds of floating pondweed and water stargrass along the shoreline. The old Trinity River levee forms a crescent of submerged structure between the confluence of the Richland and Chambers arms and the dam. Because the coves are so flat, docks often have to reach well out to find usable water, and sonar work up front pays for itself.

Why is the permit line five feet above the water?

Because TRWD purchased a flood easement covering everything between elevation 315.00 and 320.00. TRWD's own guidelines set conservation and spillway elevation at 315.00 ft msl and the 100-year flood level at 318.00, and the district's permit jurisdiction reaches to 320.00. So ground that looks like dry private yard can still sit inside TRWD's permitting authority.

Does my HOA get a say as well as TRWD?

On most of this lake, yes. Roughly 50 lake subdivisions ring Richland-Chambers, and most carry deed restrictions, HOAs and architectural control committees that add a second layer of approval on top of the district's.
