It is deliberately rotated so it does not collide with the Lake D'Arbonne drawdown downstream on the same watercourse.

The water comes down slowly, then holds

Dewatering runs at four to six inches a day, typically opening around mid-September, sitting seven feet below normal pool through the fall, and refilling from about the end of January. That gradual descent is a gift to a contractor: bank material has time to drain and firm up rather than slumping the way it would in a fast drop.

Everything in the water gets reachable

Seven feet of exposure puts pile butts, seawall footings, riprap toes and bank failures on dry ground. Rot, marine borers, failed connections and undermined footings can be seen and priced properly instead of guessed at from a boat.

Design and approval happen before, not during

A few months is not long to survey, design, get a Commissioner's approval and build. Work that starts in the spring — plans drawn, District questions settled, materials ordered — is work that actually finishes inside the window.

Between drawdowns, the lake sits near pool

Spillway crest elevation is 185.0 feet MSL and the lake holds close to it in normal years. That stability is good for a fixed pier and a full-height seawall, but it means the off-cycle years are for above-water work — decking, roofs, lifts, bank retention above the waterline — rather than for footings.

That is the District's own instruction, not our paraphrase — resolve the uncertainties in advance rather than after the fact.

The Claiborne Parish Watershed District Commission regulates shoreline construction here. Under Louisiana R.S. 38:2875 its authority reaches improvements within one mile of the lake's shoreline, which is a wider net than most people expect. The Commission keeps an office at 507 W. Main Street in Homer (PO Box 266, Homer, LA 71040), reachable at (318) 927-5161 or (318) 624-6793, weekdays 7:30am to 4:30pm.

The District's general standard for a structure extending into the lake is that it reach no more than fifty linear feet into an open area, that its surface area not exceed one hundred fifty square feet, and that it not be part of another encroachment. Read those as a starting point rather than a hard ceiling. The District applies them by location — allowing greater length on a cul-de-sac where deep water lies farther out, and requiring shorter structures in a cove where navigation would be obstructed. Approvals weigh the expected impact on neighbors and public interests, including navigation, hunting, fishing, plant and wildlife habitat, and natural scenic beauty, which is why a conversation with a Commissioner beats a mailed-in drawing.

Sanitation is a separate track: it must comply with Louisiana Administrative Code Title 51 Part XIII and be cleared by the Claiborne Parish Office of Public Health. Commercial establishments pay a $25 annual permit. Residential pier and shoreline fees are not published, and whether the District issues a written permit document or approves through a Commissioner is not spelled out in public material — so that is a phone call, not an assumption.

Two other bodies can enter the picture depending on scope. LDWF manages the fishery and runs the drawdowns. And because dredging or the placement of fill below the ordinary high water mark is a federal question, a U.S. Army Corps of Engineers Section 404 authorization can apply independently of anything the District requires. Lake Claiborne covers about 6,400 acres on Bayou D'Arbonne in Claiborne Parish, upstream of Lake D'Arbonne on the same watercourse. The year most often published for the impoundment is 1970, but sources genuinely conflict on both the date and who built the dam, so neither should be stated as settled fact — and this lake has no lock and no navigation function, whatever the aggregator sites repeat. Lake Claiborne State Park occupies the southeastern shore, its entrance seven miles southeast of Homer on Louisiana Highway 146, with a large swimming beach, boat launch, nature center, ten cabins, eighty-nine campsites, two disc golf courses, nature trails and kayak, canoe and flat-bottomed boat rentals; the park opened on 12 May 1974. Repeated drawdowns keep the littoral zone dried out and low in organic material, which is why the substrate stays firm — but they have not removed the stumps, which remain the lake's dominant cover and the first thing to survey before setting pile. Because the six-year cycle concentrates repair, replacement and new construction into a predictable few-month window, demand on this lake is lumpy and schedulable rather than year-round, and booking ahead of the window is the whole game.

The complication is stumps: complex cover on this lake is primarily stumps, found in roughly half of it, so submerged timber is a real factor in setting pile.
