Boathouses, piers and seawalls on Lake D'Arbonne.

The largest man-made lake in north Louisiana has a wrinkle almost nobody outside it knows about: the lake bottom is still privately owned. Who has to say yes to your structure is a title question here, not just a permit question — and getting that order right is the whole job.

Establish This First

The Watershed District never bought the bottom.

It acquired servitudes, rights of way and flowage rights. Ownership of the lake bottom is retained by private individuals.

That single fact separates Lake D'Arbonne from every Corps lake and every municipal reservoir in the region. On most lakes the first question is which agency issues the permit. Here the first question is who owns the ground your pile is going into, and what servitude rights run with it. That answer has to be established for the specific tract before anything is designed, and it is a title matter as much as a construction one.

The governing body is the Bayou D'Arbonne Lake Watershed District — a political subdivision and budgetary unit of the State of Louisiana created by R.S. 38:2555, run by seven commissioners appointed by the Governor for four-year terms and confirmed by the Louisiana Senate. Two other agencies sit alongside it: the Louisiana Department of Transportation and Development operates and maintains the dam and control structure, and LDWF manages the fishery and requests drawdowns from LDOTD in writing.

Private shoreline structures are plainly contemplated on this lake — Louisiana state fishing regulations recognize a pier, boathouse, seawall, or dock as an established category here, and the shoreline is lined with them. What the District has not published is a construction rules document comparable to the ones at Lake Jacksonville or Lake Athens. Whether a written permit is issued for piers, boathouses, seawalls and bulkheads, and what it costs, is not a matter of public record — and given that the bottom is privately owned, the approval path may differ materially from other Louisiana lakes. That gets confirmed with the District, not assumed.

Separately and independently, dredge or fill work below the ordinary high water mark implicates a U.S. Army Corps of Engineers Section 404 permit, whatever the District requires. Shoretech sorts out ownership, servitude and authorization in that order, before a price is put on paper.

A shallow, stumpy lake with a fast-rising watershed — and one reliable window.

Pool stage is 80 feet MSL. The dam is earthen with a 799-foot concrete spillway, plus the 80 feet added by the 2013 tainter gates. Everything about how a structure here gets designed and scheduled comes out of the four items below.

The drawdown is the construction season

A four-year cycle of five-foot fall drawdowns, adopted in 2002 and effective from 2004, expressly for homeowner and District structure, ramp, channel and stump maintenance. The gates open the day after Labor Day and close between 15 November and 15 January depending on vegetation control needs. Drawdowns ran in 2016, 2020–21 and 2024, the last extended to 15 December so seawall and pier repairs could finish. Since the 2013 tainter gates the maximum potential is 10 feet below spillway crest, though the adopted target is 5.

Standing timber almost everywhere

Only about 5,180 of roughly 15,000 acres were cleared before flooding, over a bottom that had been an oak, gum and cypress complex. Stumps and submerged wood are the default condition, which governs pile layout, barge access and where a slip can realistically go. LDWF lists stump maintenance among the drawdown's stated purposes for exactly this reason.

Water that rises hard and fast

Seasonal fluctuation is only two to four feet, but the watershed-to-lake ratio is 67 to 1 — 1,607 square miles of mostly loblolly pine silviculture and bottomland hardwood draining into it. Levels above pool are common. The flood of record hit 90.78 feet MSL in spring 1991 and flooded roughly 323 structures; March 2016 reached 89.9 feet even with the new gates. LDOTD engineers have said on the record that the lake cannot provide flood control benefit to residents around it, only downstream.

A large stock of low-lying structures

Since the reservoir was completed, 275 camps and homes have been built at elevations below 90.00 feet MSL — the lowest with a floor elevation of 82.06 feet, barely two feet above the spillway crest. That is a great many structures with repeated flood exposure, and it is the practical driver of seawall, pier and boathouse repair demand around this lake.

The drawdown window is when a seawall gets built properly — footing and toe in the dry, on acidic sandy soil, with the failure that caused the call actually visible. The 2024 drawdown was extended specifically so this kind of work could finish.

Covered moorage on a shallow lake with a fast-rising watershed. Deck elevation, roof height and pile embedment are set against the recorded high-water marks, not against a calm-day water line.

Piers & docks

Piers laid out around standing stumps and the old creek runs, reaching water that stays usable at 8.5 feet average depth — and detailed to survive being submerged rather than merely splashed.

Precision dredging

Slip and channel dredging with material pumped for backfill reuse instead of trucked away. Section 404 authorization is settled first, and the work is timed to the drawdown wherever the schedule allows.

Lake D'Arbonne impounds three watercourses together — Bayou D'Arbonne, Corney Bayou and Middle Fork Bayou — across Union and Lincoln Parishes. The concrete dam was built in 1961 by the Louisiana Department of Public Works, which is why that year is often published; the spillway gates were first closed in November 1963 and pool stage was achieved in January 1964. LDWF's management plan gives 15,000 surface acres, though 15,250 is the figure most widely republished and one source claims over 16,000; LDWF also records 150 miles of shoreline, a maximum depth of 30 feet and an average of 8.5 feet. Lake D'Arbonne State Park sits at 3628 Evergreen Road in Farmerville, (318) 368-2086, with fishing piers on the park grounds and gravel beds built nearby to concentrate fish. Public launches are all concrete and include Spillway North, Spillway North Side Below, Spillway Ramp South, Hog Pen Landing, the State Park ramp, D'Arbonne Village, the Hwy 2 ramp, Jakes Landing, Old Hwy 33, Tech Landing, Stowe Creek and Terral Island; every ramp other than the State Park ramp charges a $5 launch fee, and public boat docks sit at each one for temporary mooring. LDWF has placed artificial reefs at State Park Reef, Horseshoe Reef, 4 Mile Reef, Stowe Creek Reef, Piney Point Reef and Reef 5, with Christmas tree reefs at Terral Cove and the Terral boat lane. Commercially the lake supports the D'Arbonne Motel on LA Hwy 33, two restaurants and multiple rental cabins along the shore.

Who owns the lake bottom on Lake D'Arbonne?

Private individuals do. When the lake was built the Watershed District acquired only servitudes, rights of way and flowage rights — it did not buy the bottom. That makes the question of who must consent to a structure a title question as much as a permitting one, and it does not work the way a Corps lake or a municipal reservoir does. Verify bottom ownership and servitude rights for the specific tract, and work through the BDLWD commissioners, before anything is built.

When does Lake D'Arbonne get drawn down, and why does that matter?

The District adopted a formal policy in 2002, effective from 2004, of a four-year cycle of five-foot fall drawdowns, expressly for homeowner and District structure, ramp, channel and stump maintenance. Trees. The pre-impoundment bottom was forested with an oak, gum and cypress complex, and only about 5,180 of the lake's roughly 15,000 acres were cleared before flooding — so standing timber and stumps remain across most of it. LDWF explicitly lists stump maintenance among the purposes of the drawdown cycle. With an average depth of only 8.5 feet against a 30-foot maximum, that submerged wood is a first-order consideration for both pile driving and barge access, and the drawdown is the best chance to see exactly what is down there.
