One agency approves shoreline work on this lake — no Corps of Engineers layer, no river authority. That makes the paperwork simpler here than on most Texas reservoirs. The rock does not.

Permitting

Approvals run through one water district.

Palo Pinto County Municipal Water District No. 1, in Mineral Wells, owns the lake and operates it in concert with the City of Mineral Wells.

The district office is at PO Box 387, Mineral Wells, 940-328-7712, and it is the body that says yes or no to shoreline work. There is no Corps or river-authority permit layer stacked on top of it, which is a genuine advantage compared with a federal flood-control reservoir — one review, one set of rules, one point of contact.

The district's specific dock and shoreline rules and fees do get revised, and its board has been working through updated Lake Palo Pinto rules under Chapter 51 of the Texas Water Code. Whether lakeshore lots are leased from the district or held in fee is also worth pinning down for your own tract before you spend money on drawings. Shoretech confirms both with the district in writing before a design is finished, rather than repeating what was true on a job a few years ago.

Know the Water

Narrow, rock-walled and steep.

Roughly 2,400 acres on Palo Pinto Creek in the Brazos basin, down in the hills southwest of Mineral Wells, about 47 feet at its deepest.

Visibility usually runs a foot or two. The shoreline is rocky with some standing bulrush, and Texas Parks and Wildlife describes numerous boat docks found throughout the lake — this is a working private-dock lake, with cabins and homes stepped down steep rocky banks and a marina with mooring docks and boat repair on the northern arm off FM 3137. Mineral Wells, Palo Pinto, Brad, Graford, Strawn, Gordon and Santo are the towns in this stretch of country.

Steep rock changes how a structure gets built. Access for equipment is the first question, not the last; pile embedment in rock is a different problem from pile embedment in clay; and a retaining wall stepping down a rocky bank has to handle drainage from above as well as water in front. Normal fluctuation runs about five feet, and a peak-demand power plant on the reservoir warms the water when it runs — worth knowing for anything that lives at the waterline.

The district is adding storage downstream with the Turkey Peak Reservoir project on Palo Pinto Creek, which the Texas Water Development Board funded with a $200 million SWIFT loan in July 2024. That is a separate impoundment downstream rather than a change to this lake, but it is a fair signal of how actively this water is being managed — and a reason to confirm current rules with the district rather than assume.
